The Conditions of Understanding
There is a particular kind of disorientation that accumulates slowly, in the gap between the world as we understood it and the world as it has become.
The historian Reinhart Koselleck described living in history as “the experience of contemporaneity”, the sense that one’s own moment is charged with significance. Of course, every era is marked by change and dislocation, and tension can always be found in retrospect. But some periods are distinguished by the sense that change itself had become the dominant texture of life.
To understand something well enough to act on it requires three things to converge: reliable observations about what is happening, theory that can organise those observations into coherent patterns, and mechanisms that explain how and why. When these three streams align, consilience becomes possible, the kind of understanding that is stable enough to bear the weight of action.
How people make sense of the world is undergoing a dramatic transformation, driven by emerging technologies, the spread of misinformation, and the erosion of the shared stories that once oriented collective life. These forces are altering the kind of information we access and, in turn, they are reshaping the judgments and decisions we make about ourselves, about others, about the institutions we live inside, and about the issues that demand our attention and action.
Understanding what is happening requires looking at sense-making as a system of interlocking components, each with its own function, each connected to the others in ways that mean disruption in one place ripples through all the rest. Six components form the architecture of this system: the information ecosystem, our natural and built surroundings, the institutions that produce and distribute knowledge, the cultures we grow up inside, the sensing and feeling bodies through which all experience is filtered, and the mental models we carry as frameworks for understanding complexity. Together they constitute the apparatus through which human beings make the world intelligible. What follows is an attempt to describe each of them, and to think about what is at stake when they come under pressure simultaneously.
The Information Ecosystem
Every era has its dominant structures for finding and engaging with information, and ours is defined by the digital. Social media, online platforms, streaming services, and algorithmic feeds have drawn most of the attention, setting the terms of what circulates, and shaping the conditions under which ideas are encountered and evaluated.
The paradox of this moment is that unprecedented access to information has not produced a corresponding increase in our capacity to process and validate it. Walter Ong, whose work on orality and literacy traced how different media reshape human consciousness, might have recognised in our current situation something stranger than any previous transition: a form of communication that mimics the intimacy and immediacy of speech while operating at the scale and anonymity of print, and with none of the permanence or accountability of either. Digital technologies have created an environment in which the sheer volume of content, the speed of its circulation, and the sophistication of the systems that curate it have outpaced our ability to assess what we are seeing. We encounter information in fragments, stripped of context, often already shaped by recommendation systems whose workings remain opaque to most users.
Eli Pariser’s concept of the “filter bubble” captured something important about this dynamic: that algorithmic curation tends to serve us more of what we already believe, creating informational environments that feel diverse but are self-confirming. Limited digital literacy means that the technologies most deeply influencing our informational lives are also the least understood, and the difficulty of evaluating sources and distinguishing signal from noise has become a defining feature of everyday experience.
Generative AI intensifies this condition by making the origins of what we see harder to verify and easier to manipulate.
What is lost, in such an environment, is the quality of attention that genuine sense-making requires. Iain McGilchrist, the psychiatrist and philosopher, has argued that attention is a moral act, the capacity to grant something the kind of sustained, careful engagement that allows meaning to form. Hartmut Rosa, writing about what he calls the acceleration of social life, has described how the compression of temporal experience hollows out the space needed for reflective thought. When the information ecosystem is designed around speed, novelty, and emotional activation, the conditions for that kind of attention become harder to sustain, and the work of interpretation becomes correspondingly shallower.
Natural and Built Surroundings
Sense-making happens in bodies, in rooms, in cities, in landscapes, in the specific physical environments that shape our experience in ways we rarely pause to examine. The natural and built surroundings we inhabit interact continuously with our senses, our emotions, and our capacity for thought, creating conditions that either support or undermine the work of making sense.
The philosopher Maurice Merleau-Ponty argued that perception is never disembodied, that the body is itself the primary site of our engagement with the world rather than a vehicle for a mind that resides elsewhere. From this perspective, the environments we move through are active participants in the construction of experience. Built environments, including the design of our streets, the character of our neighbourhoods, and the presence or absence of public spaces that invite gathering and reflection, exert an influence on how we experience the world that is easy to underestimate. Rachel and Stephen Kaplan’s research on attention restoration theory demonstrated that natural environments replenish the directed attention that urban and digital environments deplete, suggesting that access to green space has as much to do with the conditions of thought as with quality of life.
Albert Borgmann, in his writing on technology and the character of contemporary life, observed that modern convenience tends to displace what he called “focal practices,” those engaged, embodied activities through which people have traditionally found meaning and connection, and through which a certain quality of attention was cultivated as a matter of course. As physical environments change, the contexts that once supported certain kinds of reflection and communal sense-making become harder to find. The erosion of natural environments carries consequences that extend well beyond the ecological and political, reaching into the embodied, sensory forms of knowing that natural experience has always made possible.
Institutions
Institutions are sense-making organisations. Their core function, whatever else they do, is to produce and distribute knowledge, and in doing so to champion a particular way of understanding the world. Governments, universities, religious bodies, established media organisations, and scientific and professional communities each holds a degree of authority derived from tradition, reputation, accumulated expertise, or the trust built up over time. That authority is the social infrastructure of distributed trust, the collective agreement that certain sources can be relied upon to tell us something worth attending to.
That infrastructure is under strain. Jürgen Habermas, whose work on the public sphere traced the historical conditions under which rational public discourse became possible, worried late in his career about the fragmentation of shared epistemic foundations, the conditions under which citizens can reason together about common problems. Those concerns feel prescient now. Technology platforms have assumed many of the functions once performed by traditional institutions, becoming in effect the new libraries, the new archives, the new publishers, and they do so according to logics very different from those that shaped the institutions they are displacing. Where traditional institutions derived authority from expertise and accountability, the new platforms derive influence primarily from scale and engagement, and their relationship to the accuracy or significance of what they distribute is, at best, indirect.
The pressure on institutional knowledge extends into the places we might expect to be most protected from it. Academic publishing, historically one of the slower, more conservative knowledge institutions, is now contending with a flood of AI-generated submissions that strain peer review systems already operating at their limits. The deeper harm is less visible than the slop itself. When review systems are overwhelmed, genuinely original work waits longer and is more likely to be lost in the noise.
The historian Timothy Snyder has written about the importance of institutions as repositories of practices and norms that outlast any individual, and about the particular danger of their erosion in times of political stress. When the institutions that once anchored shared understandings lose credibility or relevance, the work of establishing what is true and what matters becomes more contested and more exhausting. The ability of governments, health organisations, educational bodies, and democratic institutions to communicate with the public and be trusted depends on a broader ecosystem of institutional credibility that is increasingly difficult to sustain.
Culture
Culture is the context inside which sense-making happens, and also one of its most powerful determinants. The practices, customs, and shared creations of a group or society constitute understanding at its foundations, setting a baseline of assumptions and expectations, including norms for how knowledge is produced, transmitted, and valued, that shapes perception long before conscious reflection begins.
The anthropologist Clifford Geertz described culture as the webs of significance that human beings spin and within which they are suspended, a definition that captures how deeply culture operates as both medium and constraint. Pierre Bourdieu’s concept of habitus extended this further: the dispositions and schemes of perception we acquire through cultural immersion are orientations we enact rather than beliefs we consciously hold, and they shape what we notice and what we find difficult to imagine questioning.
This constitutive role operates in two registers. The first is developmental: the culture we grow up inside builds expectations into us that feel natural rather than contingent, encoding assumptions and biases into frameworks we carry forward into adulthood largely without examining them. The second is communicative: culture shapes the form in which information reaches us as much as its content. Marshall McLuhan’s insistence that the medium is the message was an argument about exactly this, that different forms of communication carry different cognitive and social implications, and that attending only to content while ignoring form means missing what is most consequential about a communicative environment.
The revision of shared narratives is one of the most significant forces disrupting sense-making today. Charles Taylor, in his account of the modern social imaginary, described how societies are held together less by explicit doctrines than by shared background understandings of what is normal and possible, and how destabilising it is when those understandings come apart. When the stories that once oriented collective life, including national myths, religious frameworks, and professional and civic identities, are contested or lose their grip, people do not simply become more rational in the absence of narrative. They become more susceptible to alternative stories that offer coherence and belonging, sometimes at considerable cost to accuracy or to the complexity of the world those stories claim to describe. The hunger for shared meaning is constitutive of how human beings make sense, and what changes under pressure is which stories satisfy that hunger, and on what terms.
Sensing, Feeling, and Thinking Bodies
All information, however it arrives, is ultimately processed through a body. The senses, the cognitive processes, and the emotional systems that constitute our biological inheritance are the primary filters through which we encounter the world, and they are shaped by capacities that evolved for conditions very different from those we now inhabit.
Daniel Kahneman’s influential account of fast and slow thinking described the ways in which our cognitive systems reach for quick, pattern-based judgments rather than slower, more deliberate reasoning, a tendency that serves us well in many situations and leads us astray in others. Jonathan Haidt’s work on moral psychology has shown how much of what feels like reasoning is in fact rationalisation, the construction of post-hoc justifications for conclusions already reached through intuition and emotion. The social dimensions of cognition compound this further: our judgments are influenced by the positions of the groups we belong to, the emotional tone of the contexts in which we encounter ideas, and the deep evolutionary pull toward consensus with those around us.
These biases are features of human cognition that have always been present, and what distinguishes the current situation is that aspects of the information ecosystem have been deliberately designed to exploit and amplify them. Shoshana Zuboff, in her analysis of what she calls surveillance capitalism, has traced how the major platforms of the digital economy are built around the extraction and manipulation of behavioural data, and how the engineering of attention and emotional response is central to their business model. Deliberate emotional activation is, in many cases, the purpose of digital design rather than its byproduct.
What is less often noted is that this exploitation carries a relational cost that extends beyond the epistemic. The quality of attention we are able to offer one another is itself a form of recognition. As Simone Weil wrote, attention is an act of love: to attend to someone fully is to affirm their existence, to grant them the experience of being seen. What the attention economy erodes, then, is not only our capacity for clear reasoning but our capacity for presence with one another. The crisis of loneliness and social disconnection that has become a recurring theme of public health discourse may partly reflect this: that the quality of attention available in interactions has been thinned by the same dynamics that thin their relationship to information. An environment engineered around emotional activation and perpetual novelty crowds out the slower, more vulnerable form of attention in which genuine recognition becomes possible.
Emotion itself is not the problem. The neuroscientist Antonio Damasio’s research on patients with damage to the prefrontal cortex showed that the removal of emotional processing impairs decision-making rather than purifying it, demonstrating that emotion and cognition are deeply interdependent rather than opposed. Mary Helen Immordino-Yang has extended this work into educational contexts, showing that emotional engagement is what motivates inquiry, and what connects knowledge to purpose and action. What an attention economy optimises for, though, is a narrower and more destabilising register of emotional activation: outrage, anxiety, tribal belonging, and the pleasures of confirmation.
Mental Models
The complexity of the world consistently exceeds our capacity to hold it in mind directly, and mental models are how we manage that gap. These are the frameworks, some explicit and many unconscious, that help us understand complex concepts and systems, interpret what we encounter, and navigate uncertain or unfamiliar situations without having to reason from first principles every time. They include large-scale concepts like nation, gender, or capitalism, normative frameworks like humanism or the scientific method, and the practical heuristics through which we make everyday judgments. Most people carry hundreds of such models, operating simultaneously and largely without conscious application, and they are essential to the possibility of sense-making at any meaningful speed or scale.
Thomas Kuhn’s account of scientific revolutions showed how powerfully these frameworks shape what we are even able to perceive. Normal science, in his description, is the activity of working within an established paradigm, solving puzzles defined by the framework, dismissing anomalies that do not fit, and treating the paradigm itself as transparent rather than as a particular construction with its own blind spots. George Lakoff and Mark Johnson demonstrated something similar about the metaphors through which we organise everyday thought: these are the primary vehicle of meaning rather than decorative additions to it, and the specific metaphors we live by determine what we can readily imagine and what remains difficult to think. Because mental models operate as shortcuts, their flaws tend to be self-concealing, with the model filtering what we encounter and making confirming information more visible while challenging information becomes easier to dismiss.
Hans-Georg Gadamer’s concept of the “horizon of understanding” is useful here: we always interpret from within a particular horizon, shaped by history, language, and experience, and genuine understanding requires an openness to its expansion through encounter with what lies beyond it. What is distinctive about the current period is the combination of forces bearing on these frameworks simultaneously. The revision of shared narratives challenges the cultural models through which collective life has been organised. The disruption of institutional authority removes trusted sources for the updating and validation of knowledge norms. The information ecosystem floods the zone with competing frameworks, many of them specifically designed to exploit the cognitive dynamics that make mental models both useful and vulnerable. In this environment, the capacity to hold one’s models with a degree of openness, to recognise them as instruments of interpretation rather than transparent windows onto reality, and to revise them in the light of experience, becomes both more valuable and harder to sustain.
Cognitive Assemblages
There is a further dimension the six-component framework gestures toward. Each component describes a condition surrounding the sense-making individual. This preserves a relatively intact human knower at the centre: someone shaped by conditions, but fundamentally the locus of meaning.
N. Katherine Hayles’s concept of cognitive assemblages challenges this. Cognition, on her account, is an emergent process distributed across networks of human and non-human agents, each modulating what becomes salient or thinkable for the others. We have always been embedded in such assemblages. What distinguishes the present is that the non-human participants have become vastly more active, operating at scales and speeds that exceed human oversight, according to logics only partially legible to the humans whose sense-making they now co-produce.
This reframes what is at stake. The assemblage itself is being reconfigured in ways that alter what kinds of understanding are possible at all. This is why the disorientation may feel so difficult to think clearly about from within: the very apparatus we would use to diagnose the problem is among the things being transformed.
Temporal Experience
In addition, underlying all six components is a dimension that deserves to be named in its own right: our relationship to time. Sense-making is also a temporal act. It requires a felt continuity between past and present, and an imaginable connection to the future. Hannah Arendt’s concept of worldliness described exactly this: the shared, durable fabric of institutions, commitments, and inherited meaning that links generations in a common project and makes it possible to act with reference to something beyond the immediate moment. When that fabric frays, the future ceases to feel like a space we can build together, and the past no longer serves as a reliable orientation for the present.
What neuroscientist Anil Seth calls “counterfactual depth” (the capacity to simulate possible futures and weigh alternatives) depends on temporal models that extend beyond the now. When those models thin, through distraction, fragmentation, or the compression of algorithmic feeds into a single non-chronological stream, we lose the ability to imagine consequences and become reactive rather than deliberate. The particular danger of the present is that we are increasingly unable to situate it in any arc longer than the next notification. Generative AI compounds this by replacing slow deliberation with instant synthesis that feels conclusive even when it is only provisional. The result is a sense-making environment that is biased toward the immediate, one in which the very conditions for weighing long-term consequences are dismantled.
The System Under Pressure
What makes this moment genuinely difficult to navigate is that these six components are under pressure simultaneously, and because they are connected in a dynamic relationship, changes in one inevitably ripple through the others in ways that are hard to predict and harder still to address from any single direction.
A fractured information ecosystem makes the work of institutions harder, as the authority they depend on becomes more contested. Institutional erosion makes shared cultural narratives more difficult to sustain, as the organisations that once produced and transmitted those narratives lose their grip. Fragmenting narratives leave individual mental models without the social reinforcement that once made them stable, and more vulnerable to the cognitive biases that good frameworks help us manage. Our biological systems, meanwhile, are being met by an environment increasingly designed to exploit the features of human sense-making rather than support them.
The physical environments we inhabit both reflect and compound these pressures. As urban life intensifies and natural environments become less accessible, the restorative conditions that once offered some counterweight to cognitive overload become scarcer. Hannah Arendt wrote about the importance of a shared, durable world, a network of relationships, institutions, and public commitments that links generations in a common project and provides the stable ground from which judgment and action become possible. When that world thins, when the institutions, narratives, and shared frameworks that constitute it come under sustained pressure, the future ceases to feel like a space we can build together, and the past no longer serves as a reliable reference point for navigating the present.
To understand what is at stake in all of this is to understand sense-making as the ground on which everything else rests. When that capacity is under pressure, the implications extend well beyond the individual experience of confusion or disorientation. They reach into the foundations of collective life itself.
